Do you mean the bars are loose within the stem, or that the entire stem mast wiggles laterally as you ride?
If the latter, then it's almost certainly the headset. BF headsets take a lot more pounding because of the tall stem mast design.
I'm a big believer in Chris King headsets on BFs for this reason. They seem to withstand the stresses better than other designs.
If you have a non-CK headset, it must be adjusted perfectly for everything to work well. That's where I'd start.

You're not going to get a different answer here than on the BF facebook page, lol. Jarl asked if you had the "tap adjust" headset. If you don't know what that is, I suggest you head over to you tube and look at "bike friday headset" videos. It's either your headset adjustment or just the length of your stem causing normal flex.

Apply the front brake and hold it. Can you wiggle the bars fore and aft with the front brake applied?
Yes: Your headset is not tight enough and needs further adjustment.
No: Your headset is tight enough (assuming it's not binding), and something else is the issue.
I'm guessing your headset isn't as tight as you think it is.

Picked up a wiggle on a ride. Immediately quit peddling, looked down for a quick cursory inspection and saw the concrete street had a squiggle brush finish.

The Aluminum Folding handle bar mast , that was the build spec option on my Pocket Llama,*
did have some creak, flexing.
so I had a steel non folding bar mast fabricated, of Steel, and now it has none...
*refusenik order declined .. so I saved a bit..
