Hybrid suspension?
I have a hybrid that ive been using for cross country trails. Mostly fire roads with a steep climb then a fast ride down.i replaced the original tires that came with it with schwalbe smart sams in 1.75”. The current suspension on it is only 40mm travel. I was considering the rockshox paragon that has 65mm. Would this be worth it? And yes, i know the bike is not made for this type of riding, but its a project and i like riding it.

If your rides have a lot of bumps, small rocks, roots and such, it's a nice fork. If your trails are mostly just smooth gravel, it's not going to be much of an upgrade.
Sadly, I found out that the C and O is slowly being repaved with new material like what's on the Great Alleghany Passage. But it maybe a few years before they are complete. Which means I didn't really need such a robust fork once that is complete. I would have been better off with a non suspension fork.
But going from a 40mm to a 65 mm fork, might be a problem with the geometry on your bike.

It's being slowly resurfaced to be more like the GAP. Which is a more fine mixture of stones. Although, the area through Brunswick is now blacktop paved, and heard will be extended to Harpers Ferry. (That surprised me when I recently walked on it after work.)

I'm glad that it's more of a fine aggregate than asphalt pavement. And cheers to the NPS for keeping up with the maintenance on it. I know they've been busy over the past year or two with floods and sections washed out, etc.

High end air-oil forks may offer the adjustability a stock price point fork will not ..
but gravel road buzz may be below the sensitivity threshold.. so fork does not act..
