Dumping time?
Will breakaway or kom specialists Deliberately lose time in early stages so that later they will be no threat and allowed to stay ahead by gc teams?

Yes. But also to not tire themselves.
With that said, most don't need to 'dump time.' See Greg Van Avermaet. He was pretty high in the GC by stage 5 when he won. The peloton still let him go because they know he is not a threat. Someone like Majka, however, wouldn't be allowed to go on a break if he was high on the GC classification.

Pre-race coffee a few hours before the start usually eliminates (pun intended) the need to worry about this. Most pros have their nutrition dialed in so (typically) they're not consuming anything on the bike that's going to cause them GI distress.
