Like one or two other posters, I've got two bottle cages but only carry one bottle with me. The second cage is a holder for a Vittori tool bottle that contains all my bits and pieces for breakdowns.
I've also got a Lezyne Pressure Drive mini pump secured under one of the cages.
Here's how the setup looks like on my bike.

2 cages for sure. Bottle cages are cheap, and fairly light, so no real downside to having 2. As for how many bottles, I usually take two on all my rides, but if it is just 15 miles or less, and the temp is cool, I might just take one bottle. On warmer days, usually take two. Never hurts to be prepared.

1 bottle in the cage on the down tube because that's all I have room for with the size of the bike. Then there's 4 water bottles in panniers and 2 frozen Gatorades along with my new Sawyer mini filter. That way I only have to stop twice to fill up.
I just bought a front rack and front panniers so I can carry more water. I usually ride remote areas and drink 3-4 gallons a day.

My easy to reach water bottle
I found that when riding I sometimes had a problem putting a bottle back in its cage so I added a 3rd cage which is very easy to use.

A “Twofish Quick Cage Adapter” purchase at Jensen USA for cheap. It’s solid as a rock as mounted.

Revisiting here, I decided that the only way I could reasonably have two on my small sized Sirrus was to add another Specialized Zee Cage (side loader). Decided though that I wanted to change my one Zee Cage for a Rib Cage II (top loader), so that was the end of the second cage since there'd be no room to load a second bottle given the frame size.
