mostly, people with no or thinning hair.
however, they work do well keeping your head warmer if its a bit cold out.
originally, they were used to offer a little sun protection when riders either had no helmet or a hairnet style helmet on.

I use them in chilly weather (high 30's to low 40's) to keep my head warmer.

mine is stuck in the "flip up style". I told my roomate to wash it, and he did.......but he dried it too. Anyways i look like a giant ****** wearing it, but i wear it nonetheless

They are also good at deflecting rain from your eyes/glasses. I try to bring one along when rain is threatening just for that purpose.

in chilly weather....that transitional time in the spring or fall when a helmet is too cold and a ski cap is too much. .

Keeps the sun out of your eyes. Flip it around and it keeps the sun off your neck. Use accordingly.

Sun Protection, Rain Deflection, Sweat correction. Keep that head cooling sweat up on top of my head instead of in my eyes which have no problem staying cool for some reason.

Way handier than a sweatband or other similar headgear underneath the helmet. To me they're a no brainer.

I use a cap for rainy days.
I generally have a permanent bikers tan so, I don't really care about the sun protection as much. Never really felt they kept me cooler or warmer. I generally wear a stretch ("smart") wool ski hats in the winter months.

I wear a cycling cap because I like to keep the sun out of my eyes.
Bicyling helmets are dangerous. With all of that added weight you could break you neck if you fall down.

Cap under helmet. Wicks sweat a bit.
In races and hard core group rides I'll wear a cap with the brim cut off.
Brim is nice when it's raining, very sunny on a training ride, or just a bit cold. Keeps wind/stuff out of my eyes, but I have to really crane my neck to see a lot if I'm sprinting.
