Peugeot road bike --- is this a good deal?

If it rideable, yes. $75 for a working bike is a good deal. There are caveats. It looks mid-70s, which means it likely has a French threaded BB, and odd sized handlebars and seat tube. That means these could be a little harder to replace, although there are places manufacturing these now, so it is less of a problem than in the past.
If it fits, and it rides, buy it. The shifter is most likely easily fixed. To be honest I am surprised it hasn't sold in that market. People are probably scared about it being French.

Far from today's technology, materials, etc. If you want it for short distance commuting on campus travels or the like then yes a good deal.
If on the other hand you want to get into cycling seriously with racing in mind then No, save some bucks and get an updated post 2005 bicycle within your price range.

You would do well to read Sheldon Brown's discussion of French bicycles here: https://sheldonbrown.com/velos.html. Friction type downtube shifters should not present a problem for repair or replacement. You can always use the more readily obtainable SIS type shifter on the friction setting if necessary.

I don't know your market but I'd be leery. Cottered cranks can be a real PITA though I may be biased from previous bad experiences. I agree that replcing a downtube friction shifter is easy but it's not free. How do you want to ride the bike?
