Remove the wheel and drill out the screw from the inside, starting with a small bit and working up to a larger one. At some point the screw will back itself out. You will likely need a new derailleur as the screws are typically not available as replacement parts, but they are usually not too costly.

Those 2 names don't relate.
Does it actually say SHIMANO on the RDER? IF it does, it's such a low end DER, it's not available to the public.
Looking at what I think is your bike, it's a low end X-mart bike.
Shimano makes a Tourney Model with a claw adapter that although lower end, is superior to what's on it.

Ok, the Avigo appears to be what we here call a "Bicycle Shaped Object" (BSO). The bike has front and rear suspension and retailed for ... $99. This is about the bottom of the barrel, quality-wise. There will be no replacement parts available. You can get help here, but be prepared for the case where you fix one thing, and another breaks.
Right now I'm not sure if the bolt you mean is the bolt for the derailleur hanger, or the one that goes through the derailleur body and screws into the hanger. The former is likely a standard sized bolt that will be readily avialble. The latter is larger and more specialized and I don't think you'll find it. So you may have to replace the RD.
Velotec does not appear to be a part that Shimano makes available as a replacement.
Take pics, post to google pics or imgur or another free fileserving site, and post the URL link to the pics. This will help zero in on your problem.

A lot of these type bikes will have a few Shimano parts and some others that may be marginally compatible with Shimano. Sometimes these parts don't even work well with themselves.
Velotec is an unfamiliar name (partswise) and something that was probably a few cents cheaper than Shimano.
Shimano does make a very cheap RDER found on these type bikes that is unavailable to us. (Buy 10,000, they'll probably sell you some)
IF you are talking about the 5mm? screw that holds the claw on, have somebody knowledgeable just drill it out.
IF you haven't done this before, you'll probably screw it up without practice. (The 2nd one is usually much better than the 1st.....).
Worst case, you could possibly drill & tap it to the next larger size.
Is this the TYPE of mounting your RDER has?

I cant post pics or links here because I dont have 10 posts
Anyway the screw is just a flat round tube and it has a nut looking base where it bolts into the frame. it had a spring and a washer on it and the rd was on top of this screw.
also I dont know if that rd would work. the rd that is on this bike dosent have that kind of mounting

Danyidk69, As I mentioned, you can store a photo on google pics for free, and put the URL here. We can click on the URL to see the pic.
Is this what your bike looks like?
If so, is this what your derailleur looks like (roughly)? If so, is the bolt holding the hanger to the bike broken (1) or the bolt holding the derailleur to the hanger (2) broken? Or something else. From your description, it sounds like (2) is broken. If so, putting a new RD on the thing will be an upgrade! If you have a 7 cog rear freewheel, there are a lot of friction shifting RDs that will work. Not to be snotty, but just about all of them will offer a performance upgrade from what you had.
There's two types. One type has a built in hanger (both pics below). The other screws into a hanger. If its broke at (2) and your RD bolts to the hanger you probably can drill the bolt remnant out of the hanger. If its a built-in hanger model, just buy a new RD (about 15 bucks).
Here is a Shimano Tourney (Tourney RD-TY500 6/7-Speed Long Cage Rear Derailleur with Frame Hanger) with built-in hanger:

Note this bike has Shimano written on it, but that is "less than" a Shimano RDER.
I think the cogs look rather "klunky" compared to "S".

A LBS or bike coop should have plenty of those from removed broken DERs.
Here is one on ebay with a new nut to go with it
