While not aware of the act per se, I am aware that a recent emergency budget extension included a similar requirement.

OTOH we need to be realistic. It will take years for the fleet to turn over, especially in high new car costs, and other goals, ie. moving to zero emissions. Besides that, we can expect those people most targeted by this proposal will opt to continue driving their current car as long as possible.

FWIW, while not sympathetic to drunk drivers, I'm not a fan of MADD either. The laws they've helped pass haven't been especially effective in getting the worst off the road, but they've had too much "bycatch" for my taste.

Not sure how much that would cost per car, but I expect the cost would be the major factor in citizens objecting to such requirement.

Sadly, it has not. And in some areas of the U.S., it is absolutely the opposite.
