Have you heard about the HALT Act? It's sponsored by Mothers Against Drunk Driving (remember them? They made drunk driving uncool).
The issue is no longer (barring new legislation) whether to require a technical solution, but about what form it will take. I understand that the President recently issued an Executive Order mandating a breath interlock, though I'm not sure it's a done deal, beside being vulnerable to the outcome of the next election. I'm
OTOH we need to be realistic. It will take years for the fleet to turn over, especially in high new car costs, and other goals, ie. moving to zero emissions. Besides that, we can expect those people most targeted by this proposal will opt to continue driving their current car as long as possible.
FWIW, while not sympathetic to drunk drivers, I'm not a fan of MADD either. The laws they've helped pass haven't been especially effective in getting the worst off the road, but they've had too much "bycatch" for my taste.

Not sure how much that would cost per car, but I expect the cost would be the major factor in citizens objecting to such requirement.
