I would think that it might be making a good point about recommended following distance, but I wouldn't ride with one.

If cars actually tried to make a sport out of buzzing the noodle, I would definitely hope people would put a good scratching device on the end...

I on the other hand would hope they would not. Causing actual physical damage to someone else's property because they buzzed your noodle could never be considered a best practice. You'd get away with it only till you were seen a second time by someone whose car was damaged in a previous encounter. Seen first by the other driver. It would surely suck to be you at that point. So, no, just no. We are called to forgive those who sin against us up to 77 times (Matthew 18:21-22). As sins go, having ones noodle buzzed ranks pretty low on the scale IMO. FWIW.
