Roll back of US tariffs on Chinese folders?

"USTR grants tariff exclusion to most 'kids' bikes"
Note: the US government's understanding of bicycles doesn't run very deep, and in American government parlance since the 1950s pretty much any bike with a wheel diameter less than 26" is a 'kid's bike'.
Anyway, according to this news report's verbiage, small wheel folders would be included. Perhaps the most interesting sentence: "The exclusion means importers should be able to recover the additional tariffs they've been paying." Merry late Christmas, Yan?

Does anyone know how to get the funds from the government? My exclusion was approved a few weeks ago, however noone knows how to apply for the return of funds.
