The Monaco is defiantly to small for me at 21". The wheels need to be tried but atleast the spokes turn. Shifters work. Brake cables are bad. Of course needs some bar tape.

I found this and am already wondering if I could part out the Falcon and use the parts on it:

Oh, yea, I paid $110. I don't think it was worth that,but, I wanted it.

Vintage Bianchi Bike Frame
The Bianchi appears to be at least a 1" bigger frame, which would be better suited to an average proportioned person of your height. However, the parts swap would not necessarily to straight forward. First, you need to find out if the Bianchi is Italian or English threaded. If it is Italian, the bottom brackets are not compatible. You may or may be able to just swap the cranks and/or spindle depending on the diameter, length and taper length. Given its age and the presence of stamped dropouts, the Bianchi probably used 27" wheels so there will likely be a problem with pad reach on the brake calipers with the 700C wheelset. The Light Action rear derailleur doesn't have a claw required for mounting the rear derailleur to the stamped dropouts of the Bianchi. The Bianchi does not have the frame bosses required to mount the Falcon's shift levers. The seat post required for the Bianchi is probably a different size. The rear dropout spacing of the Bianchi is probably 120mm, for a 5 speed freewheel and, if so, would have to cold set to to 126mm for what I assume is a 6 speed freewheel on the Falcon. None of this is insurmountable but it's not a straight forward component swap and will involve extra expenses and a lot of time.
