I would go with the KingCage Universal Support Bolt which is basically a pipe clamp with a 5mm stud welded onto it. Then you can mount whatever cage you want, at whatever height you want. And not terrible at 6 bucks apiece. You can put a strip of rubber under the clamp if you're worried about the paint. I don't like many of the other cage mounts, as the make the cage stick out like an inch from the tube.

This is how I bought my used bike. The bike is about 10 years old.
It came with slots for two bidon holders

For years I used a handlebar mount that centered the bottle in front of the stem. I used cable clamps with a section of innertube uneer the clamp because I put them on before the levers and tape. A second section of tube hid the clamp and blended with the black bar tape.
The only negative was a sharp bump could bound the bottle out. A micro-bungie fixed that. It was easily removable from the cage with one hand (and replaceble with one hand) when riding.
