Animal lover here, but yes, I now must carry a can of this stuff because I sometimes ride through areas where irresponsible pet owners reside...
Anybody know where I can get those little silicone- rubber straps?

You can get pepper spray that comes with a wrist holster. They make it for runners, and it's light and easy to deal with.

Mace's website talks mostly about using it for against humans for personal protection/safety but doesn't mention - that I could find - using it on dogs.
Halt! touts their products as being for protection against dogs. Both are pepper sprays but Halt! is weaker. And more appropriate for dogs.

--I don't see much of a difference between a 150lb human, who has "retreat judgment" capability, whose eyes are 5 feet or so above the ground, with a relentless 60lb pitbull whose eyes are 18" above the ground, and relies more on his sense of smell....
Further, I'm thinking that while riding as fast as you can, one would have less accuracy and may benefit from a little extra oomph.

Dogs are more sensitive to peppers than humans, so most of the repellent marketed for dogs are "not as strong". Dogs hate this stuff, and just a small whiff will sent them runnin away. Pitbulls are another story, as sprays don't seem to phase some (many disbelieve this, but there is a video from Amsterdam that went viral some time ago...)

And a shot of water from a water bottle also works very well. On the run, I can hit a dog in the eyes from 15 feet easily. It doesn't stop them dead in their tracks, but it always interrupts their attack. Usually, i don't even have to break my stride.
