Don't underestimate bike companies. Riders have to ride what they are given (for the most part).

Also, when they asked the frame builder (in Asia) to make one with track ends, they could easily say, "Don't drill out the seat stay bridge.". That's easier than setting up a new jig and producing a new fork.
