This has been rumored for almost a year, good to finally see some pictures.
I'm gonna go out on a limb here and assume that Cannondale wouldn't put their pro riders onto a velodrome on a road bike with track ends.
They have experience making track frames, I'm pretty sure they're using it.
It's also not drilled for a rear brake. Good sign it's a bonafide track racing frame.

Also, when they asked the frame builder (in Asia) to make one with track ends, they could easily say, "Don't drill out the seat stay bridge.". That's easier than setting up a new jig and producing a new fork.

Ahh ok, it makes sense with the bullhorns, I just didn't understand how one would actually use those drops.
