Merida Reacto 300 front derailleur movement

Hi, got a problem that my FD moves side to side, can't be tightened up.

Works fine via the shifter, but the movement is where its attached to the frame.

How is it attached to the frame? A clamp or a braze-on tab?

I wonder if the bolt holding the fd to the tab is too long and bottoming out before the derailleur is firmly clamped. Perhaps a washer under to bolt head would fix the problem.
