Fat trike
any recommendations on were to purchase “low end” rims for a fat trike project?

any rim of the desired wheelsize will work. The issue would be more what axle the hub has to work with whatever frame you use.
You can lace a 700c roadbike rim to a 197mm fat hub if you want.... regardless of it makes sense to do so.

what do you consider low end?
you can get wheels for bikes direct for cheap
and Surly rims aren't expensive, but that's relative...
