Spring shock fork overhaul

I have a spring shock fork from a GT that had been left outside for a long time, unfortunately. I don't know who made the fork, but it has an allen bolt at the bottom of each arm and one recessed about 6" deep into the top of each arm. I want to overhaul the thing, but I can't get at the top allen bolts so it won't come apart. Am I on the right track, and how would I get an allen key that long?
