About 60ºF or so. Below that, I have a pair of thin cloves that cut the "bite" of the wind sufficiently. At about 45ºF, I swap those for a pair of warmer gloves that'll work down to sub-freezing temps. While I don't ride often when it's much colder than 32ºF, those latter gloves paired with the former seem to work to well below 0ºF.

51° F. Seriously about the precision; 52° I'm fine, 50 and my fingers get cold and start hurting. Very light gloves of course, and even fingerless gloves are good for me at that temperature.

I wear a lot lighter glove than most people do during the winter. I wear long fingered mountain bike gloves down to about 40°F (4°C for the people with a logical temperature measuring system). I wear light gloves down to about 25°F (-4°C) and only slightly heavier gloves below that. My hands tend to be quite warm most of the time.

Perhaps it's the footwear. If you are riding in summer shoes, stop. Summer shoes are very well ventilated. Get a cheaper shoe without as much ventilation or get a pair of water proof shoes or get a pair of winter bike shoes. Cost increases from left to right. There are even lots of winter shoes that maybe aren't as warm as others but they make great shoes for the transition period. 45NRTH's Ragnarök boots probably aren't a good choice for below about 20°F but up to that point they do a very good job. On the other hand, something like their Wølfgar boot or something like the Lake MZ303 is too hot for riding much above freezing.

Additionally, buy winter shoes of any kind a couple of sizes bigger than you normally would. Summer shoes fit very closely but they have lots of ventilation. Winter shoes need more room for more insulation without cutting off circulation. Also use insulated insoles. I like aerogel type and/or lambswool. The aerogel insulates very well and the lambswool is super comfy.

Finally, and perhaps most importantly, protect your feet against wind. Shoe covers, shoes that aren't ventilated, neoprene socks, etc, go a long way to keeping the heat you generate at your feet.

Below 50, I wear fleece gloves. Below 30, windproof ski gloves. Below about 15, ski mittens. Below zero, bar mitts plus mittens. My hands tend to get cold.

10C - 15C: I'm still in my summer gloves. If it's windy, I'll use a pair of thin, Castelli full finger gloves. We often have a damp, chill wind being along Lake Ontario.
5C - 10C: The Castellis. I can wear them up to 15C without feeling uncomfortable.
5C and foul weather up to 10C): Assos Fugu - those bad boys are good below freezing. I've started out around 0C and worn them up to about 7C.
