Follow-up:
I sanded the pads and rotors with 220 emery cloth, cleaned the rotors with acetone, did a little truing and re-alignment. Also put a new cable and housing on the front, as I discovered a couple nasty kinks that couldn’t have been helping matters. In my quick around the block test, the noise is almost entirely gone, and stopping power is greatly improved.
