Yes, it's a Sekai 4000...approximately 1975 era based on the head tube decal. I had a '78 for about 35 years until I sold it.
Some of the the 4000's had a fully chromed frame too. It was a criterium frame, so very quick but not so comfortable on long rides.

Good condition Bertin (French) road bike. Reynolds 531 tubing, shimano dura ace derailleurs, shimano 600 crank, nice looking brakes. Paint is in good shape aside from one spot on the fork. There is also a dent in the top tube, but it is small and I would have no problems continuing to ride on it. Frame is 56cm, good for someone 5'6" to 5'9". Tuned up and ready to ride.

A note of caution: I once owned the same model. It was the only 25 inch frame bike I ever owned that had pedal overlap with front wheel. Sold that Crescent quickly.

I picked up this Ross Signature 292S from Goodwill for $15. My wife rode it very sparingly. I thought the bike was just ok. The craftsmanship was not top notch. My personal opinion is that they are overrated. I traded it for a Giordana Spica so I came out way ahead on the deal.
