Anybody seen one of these? Twin small diameter horizontal top tube . . .

I saw this bike a while ago. I took some pictures because I'd never seen anything like it. The decal on the side says "Condor". Can anyone point me to some more information on this bike?

Condor is a Swiss manufacturer that made quite a number of bikes up to around the early 2000s.

The twin toptube is a concept that has been tried by some British frame makers, and more recently by the Trek Earl and the Giant Via.
