The threads on the screw match the teeth on a zip-tie. The screw tightens the zip tie.

This kind of setup is normally known as "worm gear clamp", "worm drive clamp" or "worm screw clamp". So, the screw itself can be referred to as worm screw (when used in this role specifically)

Then it's a worm gear, like a worm gear hose clamp.

It's 1" long and 3/8" in diameter (OD).

Where can I buy one?

You're looking for a "headless screw" or "grub screw", as commonly used in a worm gear.

Take the part(s) you have to a hardware store with a good fastener selection. Even if the store doesn't have a headless screw like the one you need, they'll have other screws and nuts you can use to determine the nominal diameter and thread pitch. With those numbers, you can possibly find a supplier online if the store can't get you the item.

Or if you need something ASAP and can't wait for an order, buy a bolt with the right diameter and thread pitch. Cut it to length and use a file or Dremel to cut a slot in the end so you can use a straight edge screwdriver to turn it.

I would be surprised if you found that to be some standard pitch threading. It would be pitched to match the grooves in the clamp.
