A question on reach with stem/bar combo

Ok this might get the stupidest question of the day award but i just want to be certain. If i have a 110mm stem with bars that have 70mm reach can i replace them with a 100mm stem and a bar that has 80mm of reach and have everything back in the right place??

The shifters should end up in the same place but your flats will not, obviously. Also assuming the angle of the stem is the same, of course.
