Torino is Italian for Turin, so it most likely originates from that city. And Ducale is Italian for duke. But I've never heard of the bike brand 'Ducale'. Pictures would help along with a description of the components.

It looks like an Asian manufactured frame trying to cash in on an Italian sounding name. Unfortunately, I can't identify any components from the poor resolution photo. TIG construction and a blind pivot derailleur, in conjunction with cantilever brakes and a traditional headset, suggest early to mid-1990s. However, it could also be a quasi-retro bicycle based on the sloping top tube and larger volume tyres.

Picture assist...

Based on what I see, the bike is probably quite new. New meaning "not vintage". I have been lucky enough, depending on one's point of view, to own a similar bike.

This single speed repo was brand new, only a couple of years old, and had been won in a contest. The owner had never swung a leg over the bike, let alone ridden it. I bought it for less than a case of beer...

And modified it for a young fellow who really wanted a fixed gear bike (this one could be fixed or single speed). All in all, a clumsy ride and not the sort of thing I would ever want to work on or ride again. But that is just me...
