Help identify a frame

hi, I bought this frame on ebay, I have no idea about the year of production or whether the inscription on it is true.

You bought yourself a track frame set, most commonly used with a fixed gear single gear rear and non-coasting sprocket. Not the best for an unskilled rider. Trust me on this...

I bought a Trek T1, wanting to try the Fixed Gear thing. Darn near killed myself...

Reynolds 708 is a rare tube set.

Peugeot did make frames from 708, which should be easy to identify as it had internal ribs or rifling.

Cool frame, you could build it up as a single speed if the fixed gear thing doesn’t suit you.
