What is this cable guide?

So this rear derailleur cable guide was on a French abomination I bought. It is a Suntour brand. It was used for the front portion of the rear derailleur cable housing on the right chainstay. But why is it shaped like this? Does it have another purpose? Thank you.

Yes but is also hangs onto the chain while the wheel is out, holds it up a bit so you don't get chain grime so far up on the stay. Simlar to a Columbine Quikchainger but not quite as excellent.
