What is the best way to meet other riders in your city?
I live in the Pacific North West where currently it's only 40 degree days and 28 degree mornings/nights. Almost everyone has put their bikes away for the season, excluding the few daily bikers, and unless its sunny most bikers are commuting in cars.
My issue is I just got my first bike and I want to meet other bikers but I dont think any of my usual dealerships will be doing many meets for a while due to low turn out because of weather.
I guess I wanna know what do you do to meet other riders in your city?
*disclaimer: I've tried the meetup app before but the only group I could find is one I have to pay to enter, and I havent tried my local city ****** yet.

Welcome to bikeforums jadenfrancis! You could try looking up the Pacific Northwest subforum in bikeforums for starters. Also, have you tried the cycling and runnning app Strava? I think there is a "heat map" feature that lets you know where people are uploading rides. Lastly, are there any local cycling shops in your area?

I am in southern WA if you are near here, I can be a bit helpful, For example, we have a Friday coffee group where cyclists meet. We are all older and as far as I know, not doing much winter riding.
In my experience, if it is recreational rides you are searching for, I typically look for a bike club and/or a local advocacy group. It sounds like you tried your LBS.
I continue to commute for my few miles but I typically only exercise ride on days 50+. If you have not made your car your second choice for commuting, try doing that. Participating in active transportation will keep you on the bike and provide other great benefits.

For Puget Sound = Cascade Bicycle Club rides.
In your city it's probably the biggest cycling club.

I got a job at a bike-related business! I used to have a lot of friends who rode bikes but pretty much all of them have become full time drivers now. It’s been nice to meet new people at my job who share my interest in cycling.

Welcome. Local bike shops may have organized rides that may even go all year long weather permitting. Many bike shops sponsor clubs and teams.
