They are warning signs for wheel-sucking hazards. I guess the first one just wouldn't be as effective if the bike pic actually had a front wheel. After all, the second one does kinda make a rider look like a doofus for falling.

I looked up the meaning of the signs:
"We are a dumb-ass county that is unwilling to properly maintain our roads in a safe condition for cyclist! So if you value your safety and bicycle, stay the hell off our roads."

Actually, these are some of the better maintained roads in the immediate area. The para-trooper sign is on a fairly flat stretch of road. The missing wheel sign is on a fairly steep, windy downhill that is also signed as "Bicyclists may take lane." No apparent grates or potholes in the vicinity.
