1983? Likely. Check the Sugino crank for date codes.

Schwinn Le Tour models, of the various designations, with frames made in Japan where made by at least three different manufacturers: Bridgestone, Panasonic, and Kuwahara. Each frame manufacturer has their own serial number formats.
Edit: The OPs frame serial number, as mentioned previously, is a USA serial number.

This post doesn't seem be online any longer. I posted some photos but, after that my thread disappeared. I discovered that the BB didn't need to be changed. I used 6 mm spacers. I noticed on my 30T ring that it was recessed on one side and, the gap was almost perfect. I had to reset the cable 3 times due to stretching. But, I finally got it. The one issue I did have problems with was shifting to the large cog on the freewheel when the front chainring was on the 52T. The chain kept pulling off but, I think I got it finally. I went to the bike shop in my area and, showed the mechanic what I was doing and, he said "those derailleures are ancient" lol!!! Thanks Hudson!!!

It's great that you got the chain to work on the big/big. Experienced riders will tell you that may not be completely necessary, as that's not a cross-chain combo they would use anyway. However it's always nice when you can get any possible gear combo to function.

Not sure how thick the spacers are... they're the factory ones. I can measure them sometime in the next day or two. When I took it apart to refurbish it, I was a bit surprised that all three rings used the same bolts.
As far as the BB spindle length, I would assume you'll need a longer one. I never measured the length when I had it apart.

GC is '87 but it's really not likely that an '87 bike had top mounted shifters. They were almost always found on 83-84 frames. Your bike looks to be in this 83 catalogue. Arx derailleurs, same crank, correct shifters?
I think maybe the date code is elsewhere on the crankset. Reading thru the thread, this was all covered already.
