Cork in the seat tube?
1. Was this a common back in the day? My 68' PX 10 has what appears to be a cork rammed in the seat tube.
2. How the heck do you get it out?
After I discovered there was something stuck in the seat tube, I took a piece of wood dowel and poked at it. I broke off a piece of what looks like a cork
Now, i cannot get the darn thing out.

I was thinking of the business end of a wine corkscrew welded to a 1/4" steel rod.

A long aircraft bit is the most sensible. In a shop we might have figured out a way to use compressed air, because it's fun and dangerous.

I’m thinking some previous owner stuffed some cash or paperwork or theft-recovery identification under the cork.
Remove the bottom bracket and use air pressure to pop the cork out, just be sure to have the opening pointing in a safe direction to avoid injury and contain whatever pops out.

Stripped down Xmas 2017 then he waited all year 2018 for the rechromer to do his magic, didn't he only just get the chromed frame back last week?? patience brudda, you're not the only one waiting to see

Remove BB. Run a piece of all-thread through the cork, put a washer and nut on in the BB shell, clamp the other end in a bench vise, and yank on the frame.
If you don’t have a bit long enough to drill the cork, you can grind the tip on the all-thread and chuck it in a drill.

If not in a hurry the cork moth (nemapogon cloacella) might work, don't let them spread to your wine bottles.

Using a cork in the seat tube was a common way of carrying spare spokes on long tours. Push the cork down "far enough" that you can stick a few spokes in it with the elbows up. If you need a spoke, just loop a piece of dental floss around the elbow and pull it out. Wrap a piece of dental floss around one of the seat rails and secure it with scotch tape. It actually is an ingenious solution to a common problem. Some frames, like the Surly, have a spare spoke holder on the DS chainstay, serving a dual purpose there.
