2021 Specialized diverge rear rack

How can I put a rack on the rear of my diverge if the rack mounts on the top/front of the seat stay is on the bottom of the seat stay? Are there any racks for panniers that come with mounts that curve around, or should i just use clamps to mount to the seat stay?

You need a clamp for the upper stays of the rack. You can use P-clamp which is the cheap solution. A better solution is the Tubus Rack Adapter clamps. They are more expensive but are easier to use and a better attachment. You need to measure the stay to get the proper size. Here’s what they look like on the bike

Do not use p-clamps. The seatpost collar has fittings for the top mounts of a rack. I'm guessing you found the eyelets at the dropouts.
