Go look at it and decide.
Make sure everything is straight/tight.

he mentioned a small dent in the top tube, what should i look for in terms of how bad is too bad?

From the picture, the dent looks kinda big, and looks like it's possibly more than one dent. But even if it's really bad, 150 is pretty good for all the components and the fork.

Yeah, thats a great deal, but its probably stolen, hence the large dent in the top tube.

I was going to buy that, but a 59 is just too big for me. Also it is too cold today good luck, seems like a decent bike

it's a bit tall for me too, but at that price i couldn't help myself.

I ended up buying it for 140, the dent is manageable and really not tht intense, he said he crashed into a telephone pole, i'm not sure how that works but he had the ulock with the matching scratches so i don't think it's stolen,

but yea it was a pretty interesting 2 mile ride home when i couldn't crank a full rotation and stay on the seat (it was too high)
