Fitting MTB Shorts

I have been away from cycling for a while, basically just using it for doing local errands around the neighborhood wearing normal clothing, but now may get back into it some more since I just retired.

I went online and bought some MTB shorts with padded undershorts attached. When I tried them on the undershorts felt too loose, however when I bent over in a riding posture they felt ok. So my maybe somewhat silly question is should the undershorts feel snug even when you are standing or walking around, or is it normal for them to feel saggy when doing that?

I think they should feel a little snug while walking around. You might have to adjust the bits down there to get everything in the right place.
