chanced upon this image of a police lady on her police bike and did a double take

the chainset here is inboard of the down tube...

There is no down tube. I think what you're seeing is the back of the front fender.

No downtube. Just a cheapo plastic front fender visually intersecting with the right crankarm.

Looks like a less-crappy version of the Stow-A-Bike bicycle-shaped-object monstrosities.

There is a center-chainring based bike in the Golden Age of Handbuilt Bicycles book.

Thank you for posting this picture. It is interesting for many reasons. Most of which are outside the scope of this forum, but the orientation of those brake levers does pose a question: why?

front brake cable is way too short, so she mayhave it angled down to keep it from engaging the brake ifit were more level. Otherwise, the rider is not an enthusiast and could care less that the lever angles dont match

I live on a popular bike route and this is reminiscent of all the bikes going by with squeaky chains, barely adequate brakes and obviously wrong frame sizes. Thankfully you have to go up a decent hill to get to this part of the waterfront trail so I am spared the sensory experience of the bikes and riders that can't or won't make it up any incline of note.

While I agree that the cable for the front brake is too short, the position of the front brake lever is correct. The rear brake lever is too flat. The rear brake lever requires the rider to bend the wrist at an upward angle. You should be able to rest your fingers on the lever and have a straight line from the elbow through the wrist all the way to the finger tips.

Okay the bike is a little quirky. But there is something downright strange with that Police Officer's digital anatomy. Her thumb is nearly as long as her index finger, and it is nearly straight too.
