This confirms my long held thought that significant bicycle experience should be a requirement for getting a driver's licence.

Absolutely. When I moved to the Netherlands and became a cyclist myself my views changed completely, Problem is that its kinda circular --> poor bike infrastructure means less riders --. means more people who only ever drive cars
