I've been using my cell phone on my bike since 1994 and it feels like a breach of my personal freedom. To be fair, it was getting out of control since Whatsapp. for some reason this keeps cyclist's eyes glued to the screen for much too long. Especially the under 30's can ride for 50 or 100 metres without once looking up. That's not safe.

I found a non beg article about this subject. Increase the fine to 1000 euros. I have seen a coed walk into a fixed object while texting. She ended up with a concision. A street thug texting and riding his bicycle on the sidewalk ran into my wife. She had broken ribs and I heard her scream from our apartment. He was also injured. A motorist hit me with there mirror while I was riding my bicycle. The motorist was texting during the collision. If only the texting individual was hurt or dead I would agree they have a right to text while moving but even the coed who walked into the planter wanted to sue the university. Cellphoneitis is a real stupid and dangerous problem.

Philly outlawed it a long time ago when it passed its own texting while operating vehicles law. But then the state government passed a no-texting law that nullified all municipal laws of the sort. I don't believe it applies to bicycle operators.
