What size tube for 700x25c Grand Prix tires?
Does it matter? Are they pretty much all the same? Or are there any pros and cons to using one size vs another?

Within reason it doesn't matter. You won't find one too small but you might have trouble stuffing in a 32.

I like to get a tube that actually includes my tire size in the range specified.
For a 25mm tire, I'd be happy as a clam with a tube marked 23-25-28.
A 23-25 or 25-28 would also be hunky dory.
I don't want too much excess so the tube isn't prone to folding, or too much "stretch" which thins the tube and bleeds air a bit faster, requiring more frequent top off's.

When in doubt, go smaller rather than bigger. Rubber tubes expand when inflated.

Different manufacturers have slightly different ways of stating what size tire their tube fits in. Yes it matters what size you get. Try to get a tube that your tire is in the range it fits.
If you have to go outside that range, then do it as a temporary measure till you can get the right one. I had one too big once and it kinked and didn't inflate at the kink leaving a funny feeling bump as I rode it. If the tube is too small, then I'd think that the more it stretches the more it will act like a balloon when punctured, making a slow flat into a fast flat.

With a 25mm tire you might have a very hard time mounting the tire if you use a 32mm tube. At least that's what I found when I tried it the other day just to see. A new tire and a new tube. I took the tube out and out ina 25-28mm tube with no real problem.

Thanks, guys. Couple more questions, if you don't mind. First, would you all say that it's "better" to go with a 25-28 tube for a 25 tire instead of 25-32 tube? Also, does the sizing affect rolling resistance at all? And if so, by a noticeable or negligible level?

Also a bit more weight. OTH, a "larger" tube won't stretch/thin as much and give you a negligible amount more flat resistance.
Tubes will also vary from brand to brand, so one "larger" tube may actually be smaller than someone else's "smaller" tube.
Just get a tube & ride. It's not rocket surgery.

worse than rocket surgery
It's road surgery if you get it wrong. Which I did only two days ago. Flatted twice in four miles.
