Thinking, this frame set really presents as altered, modificati.
No text I can see in the seat stay caps, but the under the bottom bracket shift cable routing is later, Silva, an Italian company that made many braze-on bits came out with those "noodles" in '80-81.
Even in 1979 Colnago was using Campagnolo braze-on cable guides on the top of the bottom bracket shell.
Painted fork is odd, Colnago appreciated the economy of chrome forks requiring only a size match for the frame pretty early.

I’m actually considering that I should just leave this bike outside by the trash bins for the homeless guys to take, it’s basically garbage...

I expected to run into him again, but never have.
If all you can take from what's been posted, is "it's basically garbage" perhaps you should put it out by the trash. The guy who finds it, might know more about the bike than you, and might appreciate it more.
