Would these Charge hybrid pedals be any good? (from Dick's sporting goods)

There are only five contact points between you and your bike and pedals are two of them. My suggestion is to go with known quality. I have Shimano m424 pedals on three bikes and have never had a problem. They are $55.00 at REI and the same basic design, but appear to be much more robust. You don't want a pedal that fails in the middle of a ride (releases inconsistently...hard to release or releases too easily).

I should mention I'm also in WA state so in the chance I ride in the rain with regular shoes, I'd like something where my foot can get a solid grip with good contact points (like you mentioned)

There's a bunch of hybrid Shimano pedals on Amazon I was looking at, these included. Though I thought they looked a bit small. Do you have any issue with them in that regard? Just curious.
The other Shimano pedals I was looking at were these two:

I haven't used the two pedals you mentioned. Unless you have huge feet, all mentioned pedals are large enough for most people. I prefer to ride clipped in, but the platform on the m424 works with trail runners well when I'm making a trip for coffee or shopping, etc. I prefer double sided spd pedals (m424's) for simple clipping in and the lack of a flat platform has never been a problem.
