How do you know the shifter is broken?

Some thing is broken. Is it the shifter?, the derailleur? or the cables? Photos help a lot, you will be able to attach photos after 10 posts. Also this is a mechanical issue and it should be in the bike mechanics sub-forum.

That doesn't necessarily mean it's the shifter itself. Often times it's the cable. The extreme angles that the shifter cables snake through aren't really conductive to longevity, and as a result, breaks here are quite common.

Another possibility is an improperly adjusted front derailleur.

Try pulling firmly on the shifter cable, if it pulls out of the shifter housing, then there's your issue.

Shimano makes a lot of different shifters even within component levels. Is your shifter one like this? https://bike.shimano.com/en-EU/produ...ST-A073-L.html or do you have separate brake levers and shifter? Without knowing what is on your bike it is difficult to answer your question

If the cable is binding or frayed, look at one of the many videos on how to replace the cable.

but the other is rusted up so I am thinking of just buying a new set with cables as they are on way out too

Are they hard to change is their a certain way to do it

the 1 on the left is the problem plus where the cable goes in on left it's all dangling so was just thinking of getting new shifters for what they cost

Show a picture of the part that is, "all dangling."

When you shift gears while pedaling the bike does the shifter stay in the position after you release it with your thumb or does it simply return to the last setting? If if goes back to the last setting there could be two problems. One is the shift mechanism inside is broken but it looks fairly new for that to happen. Another possibility is if this happens with the large chainring you may have the limit screw on the front derailler set incorrectly. The limit screw (often marked with an H) is there to prevent you from shifting if off the outside of the large chainring. If that limit screw is set (clockwise) too much it may prevent the FD from shifting far enough to engage the large chainring and stay in that gear. I'd look to that one first as it doesn't involve taking apart the shift mechanism.

Bike components are meant to be used. Many riders never or very seldom use the front shifter so the grease inside of it gets dried out. Without having seen your bike, my bet is that a good spritzing of WD-40 or the like into the innards will fix it. What have you got to lose?
