Does the Lazymoon Bicycle Wheel Cause Drag or Limit Speed

Hello, I was wondering if the internal mechanics inside the Lazymoon 26" bicycle wheel seen on Amazon would limit the speed during free roll down a hill? It won't let me post a link until I have 10 posts, so search for it yourself I guess.

I got it going very fast but only topped out at 30 mph, the Amazon page says the max speed is 23 mph but that is when on and pushing.

Is there some brake mechanism within that would hinder me rolling just as a non-powered wheel?

I haven't taken the wheel off and put on a free one yet to compare, but was wondering if there is a better technical explanation.

How does the wheel feel when it's off the ground and you spin it by hand? It's a direct drive hub, which means there's some drag from the magnets when it's turned w/o power.
