Yes, Carre, absolutely. His earlier framesets used fish mouthed fork and stay ends, brazed on seat tube pinch bolt ears, semi-wrapover willow leaf stay caps (with or without Carre engraved lettering) and Vagner forged crowns, typically with 3 tube to full 531 as the tubing. Later, in the last of the 70s or possibly early 80s, Carre switched to the engraved, semi-wrapped concave leaf pattern you show with brazed on pinch bolt ears and the use of Vitus tubing in place of the previous 531.

+1 to bertinjim's comments. BC was also known to use Columbus. The later bikes with these caps often featured a fleur de lis design on the fork crown. Enjoy the ride.
