Time to move on. The crank is very old. The new ultra-torque is much better.

I have Campy cranks with a similar problem, except the pedal thread inserts came a bit loose.
I fixed them by inserting 2 pins each to hold them in place.
The problem with the crank insert being loose, is there's a lot of rotational stress between the crank and insert, unlike the pedal insert.
I wonder what type of mechanical interference there is inside the crank arm.
