Bianchi brake cable guide plate stuck

Hello,

I am replacing cables on a bianchi sempre pro but need to remove the guide plate so's to insert the plastic sleeve over the cable and push through for using later. can't push the sleeve through without taking off the cable guide plate. I have removed the small grub screw (the hole is behind the cable so cant see it in pic but plate doesn't want to come away! Haven't done one of these before so perhaps there is a special way to remove?
