Fork/Steerer Stem Size Question

I just bought a new frame and the "Fork: Columbus Pista 1-1/8” - 1-1/2" Aluminium -Steerer" is confusing me. Does that mean that 1-1/8 stem or 1 1/2?
Im not sure that there is even a 1 1/2, but wanted to ask to make sure.

Tapered steerer- stem end is 1 1/8; fork end is 1 1/2.

Ahh yes, the tapered steerer. Another answer to a question no one asked but one that greatly complicates the already chaotic headset choice and makes your existing frame instantly obsolete.
