Frame looks to be 80s vintage, but the components are unlikely to be original. That "Gran Sport" rear derailleur, for example, went out of production by the late 60s, and I don't think those hubs were stock on any Bianchi model.

If this is a Bianchi, it is older than an '80s model. I am not sure when Bianchi stopped using it but I am pretty sure no '80s Bianchis used that '80s integrated headset.
The decals don't look like any font I have ever seen used on a Bianchi, so it is very likely a repaint. Are there any cartouches of any type on the frame? Are the dropouts branded?

You're right. I was looking at the decals and didn't notice the headset. Looks to have been repainted, in any case.

That looks unlike any Bianchi I have ever seen and certainly predates the 1980s by quite a bit. What is the serial number?

Please post a full drive side photo, and, yes, the serial number may be helpful (or misleading, knowing Bianchi ). As always, the seat post diameter would be helpful -- the larger the number, the better the tubing quality.
I have never seen a Bianchi decal like the one pictured, so perhaps it is not a US export model.
What is the brand of the hubs? The combination of an expensive Campagnolo crank with what appear to be cheap hubs is interesting.
Regina freewheel, or other make?
The derailleurs, cranks, and hubs may have date codes.
