Cinelli conversion from flat to dropped bars

I don't know if it's the proper name for these parts.
I bought them from the bike co-op. Pretty cool.
Did anybody used them?

I think those are Cinelli Spinaci. The UCI banned them in 1997.

they are a sort of clip on aero bar.
