Are Shimano Tiagra flight deck 9 speed sti's compatible with mechanical disc brakes.

It depends on the brake calipers - the calipers are made to work with either MTB (V brake compatible) or road (canti/caliper brake compatible) levers. If you try to pair MTB calipers with your road levers they may kind of work as brakes, but they will likely be a major PITA to set up without rubbing, if that is even possible.

I'm going to try and use my existing my mtb calipers first, and if it doesn't work I'll go buy road calipers.

road STI Do Not pull musch cable , mountain v brake levers pull more because the brake demands it..
so you get a disc caliper that needs less cable pull ..
