Unknown Model Witcomb, Made in England Full 531
So I picked this up as just a frame and a fork. It has Campy dropouts, and a very distinctive wraparound seat stay design. I do not know, not my area of knowledge for sure.

Nice one with classy Brit colorway! Suggest reaching out to Peter Weigle.
Fitted for 700c tubulars. No braze ons, early '70's or further back. Build it full Campy N.Record. Brooks, of course. Wax it good and ride!

Yes, by the mid 1970s, the Witcombs seen here were made in USA. 122mm rear drop out spacing.

Flat key on the steerer? I'd check those threads for Frenchiness. That would seem odd on that frame though.
