Roswheel panniers ?
trying to gear up for my first tour (co canal). been looking at the roswheel panniers. don't have a lot to spend. would appreciate any advice...thks

I have used inexpensive waterproof panniers from Nashbar and Performance (TransIt) and been very happy with them. They used to be often on sale at a very cheap price. I haven't checked lately.

roswheel is generic chinese product.
you never really know what you're going to get.
seems they move production between factories as needed.
you get good batches, you get garbage. flip a coin.
one thing i've learned in 15 years of life in china.
avoid chinese zippers if at all possible.
they're made of the cheapest of recycled potmetal.
buckles, straps, ties...all ok.
no zippers! you have been warned.
does your source also carry the EASYGO brand?
much higher quality bicycle gear.
1600D material vs the 600D roswheel uses.
and.......uses better quality YKK zippers.

I have a Roswheel top tube bag that has 2 sides and hangs off the tube. Had it for 3 years, before I also bought a waterproof version of a front rack bag. The top tube bag must be waterproof as have paper stuff in there and it has not got wet. My zippers have done okay so far. I bought rear panniers from Roswheel that have a rear top of rack bag attached to the panniers for my wife a year ago, it hasn't seen much work, a couple of close local tours. I wouldn't buy the panniers from them if they were to do big trips. But I have saved money on buying expensive stuff for her as she is not a big distance tourer.
